BACKGROUND

Because canoeing is a secondary sport in South Africa, receiving no real structure and support at schools level, the role that the Club plays becomes essential in terms of the development and financial support of our athletes. This begins from Junior through to U23 and to Senior and then Master ranks. Having a Club support structure that is strong at all of these levels is essential.

The powerhouse of world canoeing is based in Central and Eastern Europe; for this reason International competition and travel is essential to ensure that our athletes are competitive on the International stage. Dabulamanzi as a club has played a major role in producing international athletes and has, for the past 30 years, had the ability to assist our athletes both financially and in terms of their development. The club is proud of its position as - “The Finest Canoe Club in the Whole Dam Universe.”

As a club we have produced more international athletes in every discipline of the sport than any other canoe club, and as the largest canoe club in the country, it is our responsibility to continue to build on this heritage.

The Dabulamanzi Incentive Scheme is in place to ensure that this is achieved.

SUSTAINABILITY

The scheme cannot be allowed to be a financial burden to the financial security of the Club. Responsibilities are placed on the recipients of the incentives to ensure that the Club receives value in return for the financial consideration given. The concept is to continue to reinforce “Pride in the Club”, which has been the backbone of the Club for the past 30 years.

RULES OF THE INCENTIVE SCHEME


Racing year

1.    Racing Year - the Incentive Scheme shall run according to the calendar year (January – December) and not the canoeing year (May – April).
2.    Where possible, the Incentives will be finalised and announced at our Annual Awards Evening, as the final race of the year is 50 Miler.
3.    All incentive awards are subject to the final approval of the Dabulamanzi Committee or sub-committee appointed.
4.    All potential paddlers will enter into an agreement with Dabulamanzi, agreeing to abide by the terms and conditions of the Scheme as amended.

Qualification

1.    Dabulamanzi paddlers will qualify for the incentive scheme if they have been a member at the Club for longer than 12 months.
2.    SCARC paddlers will qualify for the Dabulamanzi Incentive Scheme on equal terms with Dabulamanzi Members.

Performance

Allocation of funds in all categories will be awarded based on current CSA Prize giving Criteria:
-         In order to award a 1st prize there have to be a minimum of 3 boats in the same class.
-         In order to award a 2nd prize there have to be a minimum of 5 boats in the same class.
-         In order to award a 3rd prize there have to be a minimum of 5 boats in the same class.

1.    Awards are based on performance guidelines as set out below and as indicated by CSA in certain cases. These are subject to ratification by the above mentioned committee\s.
2.    Only one prize will be awarded to each paddler for each race. The prize awarded will be the prize that will give the paddler the greatest financial benefit. Therefore a paddler cannot receive an incentive for U13, U18 and in the Senior category.

Should any of these races fall away or change in format, then the Committee has the right to remove the race from the incentive scheme, to reduce the Incentive accordingly or to add new events as appropriate.

SA Championships (allocation of incentives will be based on overall standings in the Victor and Victorix Ludorium {VL} points system and NOT on individual races. K4 races are EXCLUDED from this calculation).

(Allocation of incentives in this category will be awarded at Dabulamanzi Committee\s discretion, in consultation with CSA and its qualification criteria.)

6.    OVERSEAS TOURS
All fully funded overseas tours are specifically excluded.

The Scheme will endeavour to contribute an amount to any Junior or Senior athlete, selected to represent South Africa at a World Championship event. (Marathon, Sprints, White Water, Slalom, Canoe Polo & Surf Ski). This would be considered a contribution to travelling costs and would be conditional on the athlete attending the event and their participation therein.
*CSA qualification criteria will be consulted before allocation of funds is approved*
All overseas tour contributions will be paid upon return of the trip at the discretion of the Dabulamanzi Incentive Committee. 

POINTS SYSTEM

Incentive bonuses for Podium placings in Marathon events as listed above; Podium placings at SA Wild Water and Slalom Championships, and final VL placings at SA Sprint Championships will be allocated on a percentage basis of the total funds allocated for incentives. The following points system will be used to determine the amounts:

Single and Double performances will be recognised.

1.    Senior Men & Women (Note 1):  
1st  – 5 points
2nd – 4 points
3rd – 3 points
4th – 2 points
5th – 1 point

This is an OPEN class and any person, irrespective of age category, who places in the top 3 positions, shall be eligible for the above awards.

2.Junior Boys & Girls (Under 18 – Open Class) (Notes 1 & 2):
1st – 3 points
2nd – 2 points
3rd – 1 point

(Note 1) - Senior Women and Junior Girls:
In the case of a discrepancy in depth between Men’s and Women’s paddling and the need to promote the attainment of International standards, it is proposed that a system be drawn up whereby women can achieve incentives equal to that of the men. This would be done on a percentage basis using the difference in performance of Men and Women at the World Championships (or equivalent), at each given event, as a benchmark.

These are the current percentage calculations
Senior Women
1st -  5 points below 8% of overall winning time; a minimum of 3 points
2nd - 3 points between 8-10% of overall winning time; a minimum of 1 point
3rd - 1 point between 10-13% of overall winning time; a minimum of ½ point
Junior Girls
1st – 3 points below 8% of boys U18 winning time; a minimum of 1 point
2nd - 2 points between 8-10% of boys U18 winning time; a minimum of ½ point
3rd – 1 point between 10-13% of boys U18 winning time; no miniumum


(Note 2) - Furthermore, any Junior who falls in the Top 10 overall placings, in an above listed marathon event, shall receive a point bonus in addition to their podium placing reward.

3.    “Young-uns” Category (Boys & Girls) 
•    The SA Schools Championship and SA Flat-water Marathon Championship are the two events for Incentive Scheme allocation in these age categories.
•    This includes the following categories; U8, U10, U12, U14, U16 & (U18 for SA Schools ONLY)

Rewards will be allocated as follows:

1.SA Schools – based on overall VL points standing; U8 – U18.

1st – 3 points
2nd – 2 points
3rd – 1 point

2.SA Flat-water Marathon – K1 & K2, U8 – U16.

1st – 3 points
2nd – 2 points
3rd – 1 point

Example of the Proposed Points System:

Paddler X earns the following points during the year: 3; 1 ; 1 ; 5;  (total = 10)
The total number of points earned by DABS members = 100 points
The total funds budgeted for the year = R54 000
Therefore Paddler X receives (10/100)*54000 = R5400

All other categories above Seniors

No financial awards will be made in any of these categories but full mention will be made at all announcements on their achievements.

Other

For K2 races the incentives will be paid to each qualifying Dabulamanzi paddler at the above amounts.

Financial Constraints

1.    The Incentive Committee may only allocate a maximum amount allocated to incentives in the annual budget in any Calendar year from Dabulamanzi Canoe Club funds.
2.    This will be reviewed each year based on the financial position of the Club and its other financial constraints.
3.    This amount may also be increased should other funds be collected through sponsorships, which are specifically allocated to performance and the Incentive Scheme.
4.    Further more, all incentive awards are subject to availability of funds. These are proposed financial remuneration awards and there is every undertaking to fulfill these. However, should there be unforeseen financial constraints that impact on funds available for this scheme, then it is up to the above mentioned committee\s to re-distribute the funds as they deem fair and reasonable.
5.    Any Incentive budget not allocated in any particular year will be transferred to general Club funds for reallocation.
6.    Any overspend of 5% of the budget will be acceptable and will be transferred from general Club funds.

Paddlers’ Responsibilities

The recipients of incentives will be required to put value back into the Club, which is envisaged in the following ways –
1.    Paddlers must conduct themselves in true sporting tradition as they are role models on the water.
2.    Seniors need to encourage Juniors and Development paddlers and the implementation of Pro-Amateur races is an integral part of the success of the scheme.
3.    Paddlers will attend prize giving in Club regalia where appropriate - i.e: if not required to wear Provincial / National colours.
4.    Paddlers will specifically make reference to the Club’s support when interviewed or at any appropriate opportunity.
5.    All paddlers will sign a copy of the Dabulamanzi Incentive Scheme agreement accepting the terms and conditions of the Scheme at the start of the year should they wish to participate.

Control and Implementation

1.    The Incentive Scheme falls under the control of the Dabulamanzi Committee as elected each year and will be administered by an Incentives Sub Committee.
2.    Most importantly, it is the intention of this Incentive Scheme to recognise the achievements of our club members and to do so in a fair and consistent manner. However, certain performances could occur that have not been considered within the above guidelines. The Dabulamanzi Committee thus reserves the right to award such further awards for excellence as they deem fair and reasonable.
3.    The incentive scheme will be reviewed on an annual basis in March of each year.
